Roxie A. Carter
July 21, 1929 – December 18, 2023
Roxie A. Carter, age 94 of Monroe, passed away on Monday, December 18, 2023, at ProMedica Regional Hospital of Monroe, after a brief illness.
Roxie was born July 21, 1929, at home in Speedwell (Clairborne County) Tennessee to Stephen and Pearl (Jones) Tinnel. She attended Bolinger in Speedwell. Later she worked at the Imperial Shirt Factory in Lafollette Tennessee.
Coming to Monroe in the early 50’s with her friend Ruth Jones, Roxie worked at St. Mary Catholic Academy, Independent Dairy, and Reisigs Cleaners. While being a waitress at the Eastside Harmony Lunch, she met the love of her life, John Carter. They were married on April 23, 1955, in Angola, Indiana. Together they raised one daughter, Cheryl. They were together for 65 wonderful years, before John sadly passed away in 2020.
Roxie was a member of Monroe Missionary Baptist Church, helping in Cradle Roll and vacation bible school. Roxie enjoyed being a stay-at-home mom and taking care of her “sweetheart” Johnny.
To cherish her memory, Roxie leaves her daughter, Cheryl Carter of Monroe; brother, Thomas (Betty) Tinnel of Milan, OH; brother-in-law, Joseph Carter of Southgate; and numerous nieces and nephews.
Roxie was preceded in death by her parents, husband: John Carter; brothers: Earnest and Audie Tinnel; sisters: Neva Graves and Wanda Vancel.
The Carter family expresses a special thanks to the nursing staff at ProMedica Regional Hospital.
Family and friends are invited to a visitation on Thursday, December 21, 2023, at Rupp Funeral Home from 3 until 8 pm. A funeral service will be Friday, December 22, 2023, at Rupp Funeral Home starting at 11 am. Officiating is Pastor Tim Iocoangeli. Burial will follow immediately to Roselawn Memorial Park, LaSalle.
